Charlottesville Department of Utilities Launches Free Attic Insulation Self-Assessment
The new online tool helps residents evaluate their attic insulation needs, improve energy efficiency, and save on utility costs.

The Charlottesville Department of Utilities is excited to launch a free Attic Insulation Self-Assessment. Developed by Utilities in partnership with the Local Energy Alliance Program, this self-assessment is a valuable resource to help the community better understand their attic’s insulation needs and complements Utilities’ other home envelope improvement programs.
According to Energy Star, 90 percent of U.S. homes are under-insulated, meaning many Charlottesville homes could be good candidates for an attic insulation upgrade. The Attic Insulation Self-Assessment helps residents evaluate their attic’s current insulation level and identify potential improvements. These upgrades can increase home comfort year-round, reduce energy bills, and boost overall efficiency. The tool is open to homeowners and renters with landlord approval, available to all Charlottesville Utilities customers in eligible homes such as single-family residences, duplexes, and townhomes—with particular benefits for older homes. The self-assessment is completely free and accessible via smartphone, tablet, or computer.
Customers complete the assessment through a secure online portal by providing basic details about their home. Once submitted, LEAP staff review the information and provide a free preliminary evaluation with tailored guidance and a rough cost estimate for any recommended upgrades. Customers who wish to proceed can then schedule an in-person evaluation with LEAP to determine the exact work needed and receive a final cost estimate. Qualified residents may also take advantage of a 30 percent federal insulation tax credit as well as attic insulation rebates from Charlottesville Utilities.
